Certification of explosives and products based on them

The conformity assessment body is an independent division of the Expert and Certification Centre for Explosive Materials. It is accredited within Kazakhstan's technical regulation system to carry out conformity assessment (certification) of explosives and products based on them against CU TR 028/2012.

The conformity assessment body operates under the company's Articles of Association and internal regulation PP-01-16-OPS-02 on the conformity assessment body for explosives and products based on them.

Certification schemes

Explosives and products based on them are certified under schemes 3C, 7C, 8C and 9C, in line with the Regulation on applying standard conformity assessment schemes for Customs Union technical regulations, approved by Decision No. 621 of the Customs Union Commission of 7 April 2011.

Certification scheme 3C includes the following steps:

  • the applicant submits an application for certification with the technical documentation to the product certification body
  • the certification body reviews the application and decides to proceed with certification
  • the certification body selects product samples for testing
  • an accredited testing laboratory tests the product samples
  • test results are analysed and a certificate of conformity is issued to the applicant
  • marking the product batch with the single conformity mark.

The applicant prepares the technical documentation and submits an application to certify the product batch.

The application must state the identifying features of the batch and of the individual items in it.

The body informs the applicant of its decision, setting out the terms of certification.

The body identifies the product batch at the applicant's premises and selects samples for testing.

The batch (or a sample from it) is tested by an accredited laboratory on the body's instruction, and the test report is provided to the body.

If the test results are positive, the body issues a certificate of conformity to the applicant.

The applicant applies the single conformity mark unless the technical regulation states otherwise.

Price (excluding laboratory services and travel costs): KZT 900,000.

Certification scheme 7C includes the following steps:

  • the applicant submits an application for certification to the certification body
  • the certification body reviews the application and takes a decision on it
  • the certification body carries out a type examination
  • the certification body analyses the state of production
  • the results of the type examination and production analysis are summarised and a certificate of conformity is issued
  • applying the single conformity mark
  • surveillance of the certified product.

The applicant takes all necessary steps to keep production stable and ensure the products meet the technical regulation, prepares the technical documentation and applies for certification to a body whose accreditation scope covers this product type.

The certification body informs the applicant of its decision, setting out the terms of certification.

The certification body examines the product type in one of the following ways:

  • examining a sample of the planned production as a representative of all future output;
  • analysis of the technical documentation and testing of the product sample or its critical components.

The results of the type examination are set out in a report in which the body assesses whether the product type meets the requirements.

The body analyses the state of production at the applicant's premises and records the results in a report.

If the type examination and production analysis are positive, the body issues a certificate of conformity to the applicant.

The applicant applies the single conformity mark unless the technical regulation states otherwise.

Throughout the validity of the certificate, the body carries out surveillance of the certified product by testing samples in an accredited laboratory and analysing the state of production. If the results are positive, the certificate is considered confirmed, which is recorded in the surveillance report.

  • suspend the certificate of conformity;
  • withdraw the certificate of conformity.

The decisions taken are communicated to the applicant.

The head of the body enters the corresponding record in the register of certified products.

If changes are made to the product design, composition or production technology that could affect compliance with the technical regulations, the applicant must notify the body in writing in advance, and the body decides whether new testing is required.

Price (excluding laboratory services and travel costs): KZT 900,000.

Certification scheme 8C includes the following steps:

  • the applicant submits an application for certification to the body, with technical documentation that must include a management system certificate (or a copy) issued by a management system certification body confirming compliance with the technical regulation
  • the certification body reviews the application and decides to certify the product
  • the certification body carries out a type examination
  • summarising the results of the documentation analysis, including the type examination, and issuing a certificate of conformity
  • applying the single conformity mark
  • surveillance of the certified product (monitoring the stability of the management system).

The applicant takes all necessary steps to keep the management system and production conditions stable so the products meet the technical regulation, prepares the technical documentation and applies to the body for certification.

The application states the document against which the management system is certified, bearing in mind that the technical regulation may specify one or more such documents.

At the same time the applicant submits the management system certificate (or a copy of it).

The body reviews the submitted documents, carries out a type examination and, if the results are positive, issues a certificate of conformity for the product.

The applicant applies the single conformity mark unless the technical regulation states otherwise.

Throughout the validity of the certificate, the body carries out surveillance by testing product samples in an accredited laboratory and reviewing the surveillance results of the management system certification body. If the results are positive, the certificate is considered confirmed.

  • suspend the certificate of conformity;
  • withdraw the certificate of conformity.

The decisions taken are communicated to the applicant.

The head of the body enters the corresponding record in the register of certified products.

If changes are made to the product design, composition or production technology that could affect compliance with the technical regulations, the applicant must notify the body in writing in advance, and the body decides whether new testing or a production analysis is required.

Price (excluding laboratory services and travel costs): KZT 900,000.

Certification scheme 9C includes the following steps:

  • the applicant submits an application for certification to the body, together with technical documentation that must include:
  • information about the studies carried out
  • test reports issued by the manufacturer or an accredited testing laboratory
  • certificates of conformity or test reports for components and materials (if available)
  • quality management system certificates (if available)
  • documents issued by foreign certification bodies confirming that the product meets the applicable technical regulation
  • other documents that directly or indirectly confirm the product meets the requirements
  • the certification body reviews the application and decides to proceed with certification
  • the certification body analyses the technical documentation, summarises the results and issues a certificate of conformity
  • applying the single conformity mark.

The applicant takes all necessary steps to keep production conditions stable so the products meet the technical regulation, prepares the technical documentation and applies to the body for certification.

The body informs the applicant of its decision, setting out the terms of certification.

The body analyses the technical documentation, calculation and test results, and other documents that directly or indirectly confirm the product meets the requirements.

The results of the documentation analysis are set out in a report in which the body assesses the product's compliance with the requirements.

If the analysis of the technical documentation is positive, the body issues a certificate of conformity to the applicant.

The applicant applies the single conformity mark unless the technical regulation states otherwise.

The head of the body enters the corresponding record in the register of certified products.

If changes are made to the product design, composition or production technology that could affect compliance, the applicant notifies the body in writing in advance, and the body decides whether additional studies are needed.

Price (excluding laboratory services and travel costs): KZT 900,000.
